To assure a high quality of teacher and administrator performance and to advance the instructional programs of the Shelby County Schools, a continuous program for teacher and administrator evaluation shall be established.
The evaluation process shall include:
The development and periodic review of techniques and procedures regarding the evaluation process;
The interpretation of the information gained in the evaluation process as it relates to the objectives of the instructional program; and
The application of the information gained in the evaluation process.
Such information shall be utilized in planning staff development and inservice training activities designed to improve instruction and increase teacher and administrator competence.
EVALUATION PROCEDURES
All teachers and administrators are to be evaluated in accordance with all applicable state statutes and in compliance with procedures approved by the Shelby County Board of Education and the State Board of Education.2
All copies of each written evaluation shall be signed by both the evaluator and the evaluatee. The evaluator and the evaluatee shall retain one copy of each written evaluation form. The signature of the evaluatee shall indicate the evaluation has been read and discussed.
Copies of all formative and summative evaluation records will be maintained in the evaluatee's building level evaluation file. A copy of the summative evaluation shall be maintained in the evaluatee's Central Office personnel file.
The evaluatee may file a supplementary statement to each evaluation within three (3) work days after the post-observation conference. Responses to formative evaluations shall be maintained in the evaluatee's building level evaluation file. Responses to the summative evaluation shall be maintained in the Central Office personnel file.
Written evaluation documents and all other documents pertaining to evaluation shall not be removed from the evaluatee's personnel file during or after the evaluatee's term of employment with Shelby County Schools.
Pre-tenured Teachers.
Pre-tenured teachers shall be evaluated each year until attaining tenure under the procedures appropriate to their level of certification.
Tenured Teachers
Tenured teachers who hold a Professional License issued by the state of Tennessee shall be evaluated twice during the life of the license. One evaluation is to be conducted during the first five years of the life of the license; and one evaluation is to be conducted during the last five years of the life of the license. All other tenured teachers shall be evaluated in accordance to the procedures applicable to their level of licensure. The system retains the right to initiate the full evaluation procedure at any time deemed necessary by the superintendent, principal or vice-principal.
ADMINISTRATORS
Administrators will be evaluated on performance standards under the direction of the Superintendent.3
