Policy 4226



PROCEDURES FOR COMPENSATORY TIME

  1. Only hourly employees are eligible for compensatory or flex time. All certificated, administrative, and supervisory personnel are expected to perform assigned duties that from time to time necessitate work beyond the usual work day and/or work week.

  2. Compensatory time should be approved in the employee’s area of responsibility.

  3. Compensatory time must be taken within a two (2) week period after earning the time. (Refer to #6 for exceptions)

  4. Flexible scheduling (not including Saturday and Sunday) should be used for jobs that must be done after hours (Monday-Friday).

  5. The following are the procedures for approval:

    Maintenance: General Foreman turns in compensatory time to Director of Facilities Services for approval.

    Schools: Plant Manager must get prior approval for compensatory time from the school principal. If the principal is not available, the Director of Facilities Services must approve.

    Central Office: The Chief Financial Officer must approve all compensatory time.

  6. Exceptions to the procedures for compensatory time must be approved by the Chief Financial Officer, Chief of Operations, or the Superintendent of Schools.

 

EMPLOYEES: REPORTING TIME


To insure uniform administration of this policy, each principal shall follow the procedure set forth below:

  1. On the first day of each school year, the principal shall provide each staff member written notification of required arrival and departure times. This shall include the procedure for notification of absences or delays.

  2. The principal shall also provide each employee written notification of the person(s) responsible for accepting reports of absences and the acceptable time for receiving such calls.

  3. The principal shall provide each employee with written instructions concerning attendance-reporting procedures.

DELAY IN ARRIVAL WITH PRIOR NOTICE

If an employee is delayed beyond the first hour of school operation and proper notification of the delay has been made, the principal may use his/her discretion in calling a substitute. If satisfactory arrangements cannot be made, the principal is authorized to call in a substitute for the day. The employee would then have the option of using a sick leave day, if illness is verifiable; a personal day, if entitled, or an unpaid leave day, which must be approved by the Superintendent or his designee.


DELAY IN ARRIVAL WITHOUT PRIOR NOTICE

The principal is authorized to call a substitute for the day whenever an employee fails to report by the stated time and there has been no prior notification.


HABITUAL TARDINESS

Habitual tardiness is defined as failure to report by the stated time WITH OR WITHOUT NOTIFICATION more than three (3) times a year. Habitual tardiness shall be construed as neglect of duty and appropriate remedial measures shall be taken. These measures shall sequentially include: one oral warning, one written warning, and suspension and/or dismissal.


ABSENCE WITHOUT NOTICE

Absence without notice, except in the case of a verified emergency, shall be considered a breach of contract possibly resulting in suspension and/or dismissal.


EXTENDED ABSENCE PROCEDURE

This procedure is not to be construed as an abridgment or abuse of an employee's sick leave privileges or the Memorandum of Understanding.


ABSENCE WITH EARNED SICK DAYS

In order to effect a smooth transition, any employee whose absence extends beyond ten (10) consecutive work days and who still has accumulated sick days must complete an extended leave form giving a specific date of return. Confirmation by the employee's physician must accompany the form. The principal/immediate supervisor must receive this completed form no later than the tenth work day missed. The employee will then be obligated to remain on sick leave for the period stated. If an extension is needed, an amended form must be completed and on file with the principal/immediate supervisor no later than the close of business of the second work day prior to the date of return previously indicated.


ABSENCE WITHOUT PAID SICK LEAVE

When accumulated sick days have been exhausted, certified staff must follow the provision for leaves.1 In the event that an emergency prevents proper thirty (30) days' notice, the teacher is required to complete and file the leave form no later than the end of the first work day after accumulated sick days have been exhausted. All other employees must file a leave of absence form with proper confirmation by the employee's physician.
