It is the purpose and policy of the Shelby County Schools and Shelby County Conservation Board, to develop, operate, and maintain community recreation facilities. Accordingly, it is the policy of the Shelby County Board of Education to develop, construct, maintain, and operate school plants for instructional purposes, and make its facilities available for community use.
Educational, park and recreational agencies have recognized that the development of school plants and recreational areas for joint use is sound practice. The practice of establishing school plants contiguous to neighborhood playgrounds and, vice-versa for joint use will tend to eliminate duplication of services and effect a direct financial savings to Shelby County.
The Shelby County Court, the Shelby County Board of Education, and the Shelby County Conservation Board endorses the policy of establishing a neighborhood playground adjacent to public school site' wherever practical.
