MSCS Deputy Superintendent of Strategic Operations Retires & HR Chief Resigns Following Internal Investigations

Memphis-Shelby County Schools launched investigations concerning MSCS Deputy Superintendent Dr. John Barker and Chief of Human Resources Dr. Yolanda Martin.  

For the integrity of Memphis-Shelby County Schools and the legal protection of our staff and students, we must take all grievances seriously. It is equally important, upon completion of any related review or investigation, we clear the names of innocent parties and fully restore their employment status if interrupted.

The investigation involving Dr. John Barker has concluded without evidence of any wrongdoing, making him eligible to fully return to his role as Deputy Superintendent of Strategic Operations. Dr. Barker, however, has decided instead to retire from MSCS and pursue other opportunities. We accept his decision yet share our appreciation for his long-standing service to our school community in various roles, including Director of Research and Evaluation, Chief of Staff, and his position as Deputy Superintendent.

Dr. Barker’s responsibilities will be absorbed through the executive cabinet as a part of our continued efforts to maximize efficiencies. 

The investigation involving Dr. Yolanda Martin concluded without evidence of any wrongdoing, making her eligible to fully return to her role as Chief of Human Resources. However, she has elected to pursue other professional endeavors. Dr. Martin has supported our district as a Teacher, Assistant Principal, Principal, Instructional Leadership Director and Deputy Chief of Human Resources before becoming the Chief of Human Resources. Her support and leadership will not soon be forgotten, and we wish her well with her next opportunity and beyond. 

MSCS has hired a new Chief of Human Resources, Quintin Robinson. He has extensive experience in managing and cultivating new and existing talent. Robinson, who begins with MSCS on Nov. 28, 2022, will work collaboratively with our Deputy HR Chief, Jenikka Oglesby.
