TSSAA to Introduce a New Transfer Rule

The TSSAA (Tennessee Secondary School Athletic Association) will be introducing a one-time transfer rule for the next school year that allows high school and middle school student-athletes a single transfer to another school without losing eligibility, but only if the transfer is not for athletic reasons. 

 

This rule is designed to address the needs of students experiencing significant academic, social-emotional, environmental, or mental health challenges. There are exceptions, including cases where a coaching link exists between the new school and the former school within the past 12 months, or if the student is under disciplinary suspension at their former school.  The school the student is transferring from must verify that the move is not due to athletic or disciplinary reasons. 

 

Currently, the TSSAA is working on additional messaging and FAQs for schools to support this bylaw change.  The TSSAA's one-time transfer rule has been the subject of legislative debate, with lawmakers initially considering codifying the rule into state law, but the process has been paused until 2026.

Enrollment and Attendance News and Updates

Enrollment & Registration:

  • Registration for the 2025-2026 academic year is now open for both new and returning students. Parents/guardians are required to update student contact information, health records, and opt-in/out preferences.
  • Detailed registration information can be accessed at: https://registration.powerschool.com/admin/login/login.rails
  • Choice transfer options remain available and should be strategically utilized for student recruitment, retention, and reclamation efforts.

  • To ensure accessibility of information, post registration times for parents in highly visible locations and at all school entrances.
  • Schedule Registration Night(s) to support families through the enrollment process. Contact the Office of Enrollment and Attendance for assistance as needed.
  • The Registration Team is required to attend refresher training sessions available on PLZ.
  • Review the "Enrolling New Student Document" for guidance.
  • Online Registration for the 25-26 school year is required for all students.  No Paper Forms will be Accepted.

 

End-of-Year Attendance Procedures and Reminders

  • Graduating Seniors: Effective the day following their last date of attendance through the remainder of the 2024-2025 school year (SY), mark all graduating seniors with the attendance code E0 (Excused Absence).
  • Teachers must continue to record daily attendance accurately through the last day of school, Friday, May 23rd.
  • Generate the Attendance Today Report to identify and resolve any data entry discrepancies.
  • Generate the MSCS Absent by Minutes Present Report to further identify and resolve any data entry discrepancies.
  • Print and retain the Absentee Report for official record-keeping purposes.
  • Retain the student check-in log for official record-keeping purposes.
  • Retain the student check-out log for official record-keeping purposes.

Note: All reconciliation processes, reports, and records must be completed, appropriately labeled, and securely stored by Thursday, May 29, 2025.

Recommendations:

  • When preparing to store all 2024-2025 attendance records, it is recommended to separate and clearly label the student check-in log from the student check-out log.
  • Retain all substitute teacher rosters.
  • Print the Smart Find Report to verify substitute rosters.

General Choice Transfer Rescinds

  • General Choice rescind notifications will be issued to parents of students who are not eligible to return to your school for the 2025–26 school year.  As outlined in Policy #6002, all General Choice transfers are approved through the student’s terminal grade level.  However, transfers may be rescinded if a student fails to meet expectations in attendance, behavior, and/or academic performance. 
  • Please use the link below to submit your request electronically by Friday, May 16.  Once verified, you will be notified by email regarding the outcome.  Official parent notifications will be issued by the district, and all rescinded transfers will take effect May 23, 2025.
