To support the effective utilization of our Specialized Education Assistants (SEAs), the Department of Curriculum and Instruction has developed the Specialized Education Assistant Guide. This resource provides clear guidance on the purpose, roles, expectations, and instructional responsibilities of SEAs, as well as district expectations for maximizing their impact on student learning. The handbook emphasizes the critical role SEAs play in supporting K-2 literacy instruction, intervention, tutoring, and small-group learning, while also outlining best practices for principals, teachers, and instructional leaders. School leaders are encouraged to review this resource to ensure SEAs are strategically leveraged as instructional force multipliers and are protected from non-instructional assignments during core instructional time.

As we begin the 2026-27 school year, please review the K-2 Early Literacy Essentials. These non-negotiables are designed to ensure consistent implementation of high-quality foundational literacy instruction across all elementary classrooms and align with Tennessee literacy guidance and MSCS expectations. Key components include dedicated daily foundational skills instruction, explicit and systematic teaching, use of decodable text, teacher-led small groups, purposeful literacy workstations, and multisensory learning opportunities. School leaders are encouraged to use these essentials to support classroom observations, coaching conversations, and instructional planning with teachers throughout the year.

Update to Instructional Pacing
State law now requires all 5th graders to complete a semester of Tennessee History during the first semester of the school year. This comes from the Senator Douglas Henry Tennessee History Act (T.C.A. § 49-6-1015) and applies to every district and public charter school in the state.
Previously, 5th-grade content started with U.S. History and focused on state history during the spring semester. As a result of the updated guidance, the curriculum maps and lesson plans have been adjusted accordingly.
Next Steps for Leaders
Communicate this update to all 5th-grade Social Studies teachers.
Facilitate ongoing planning meetings to include the following: instructional lead, fifth-grade teachers, and a community history partner, if accessible.

As we transition back into school, it is essential to stay vigilant regarding weather conditions. Even when the heat index falls within the permissible range for outdoor activities, it is crucial to closely monitor our athletes for any signs of heat-related illness.
The TSSAA mandates that all activities must be modified when the heat index reaches 95 degrees and are strictly prohibited when it exceeds 104 degrees – no exceptions. Please note that the heat index can vary by location, making onsite monitoring essential. It should be assessed during practices using the most effective methods available. If you observe any signs of heat illness, it is imperative to take immediate action. The health and safety of our student-athletes must always be your top priority.
To ensure the safety of our athletes, here are some best practices from our Guide to Safe Athletic Participation:
- Plan Practices Wisely: Adjust practice and event start times as necessary, or utilize indoor facilities equipped with air conditioning.
- All activities must be modified when the heat index reaches 95 degrees and are strictly prohibited when it exceeds 104 degrees – no exceptions.
- Please note that the heat index can vary by location, making onsite monitoring essential.
- Emphasize Hydration: Incorporate frequent water breaks during practice to promote hydration.
- Ensure Water Availability: Maintain an adequate supply of water to last throughout the entire session.
- Monitor Vulnerable Athletes: Pay special attention to athletes with a history of heat-related issues, including cramping, or other pre-existing conditions e.g. asthma, heart conditions, diabetes, epilepsy, sickle cell trait, etc., and even football linemen! Linemen account for 97% of these fatalities, with the majority occurring within the first 2-4 days of practice.
- Be Prepared: Carry a first-aid kit and ice for injuries to all practices and competitions. Be sure to have a method for rapidly cooling an athlete.
- If you observe any signs of heat illness, it is imperative to take immediate action.
- Know where the nearest AED (automated external defibrillator) is located.
- Establish Emergency Protocols: Develop a clear written protocol for responding to emergencies e.g. heat-related, sudden cardiac, concussion, etc.
- Maintain Health Records: Ensure that student-athletes' health information is readily available and that they have completed all required documentation.
- Consistent Education: Ensure that both student-athletes and coaching staff are well-informed about the signs and symptoms of heat-related illnesses (as well as effective prevention strategies), concussion, sudden cardiac, anaphylaxis, etc.
- Verify Participation Requirements: Confirm that both coaches and student-athletes have fulfilled all necessary requirements for participation.
I would also like to take this opportunity to emphasize the importance of reviewing Health & Safety Policies | TSSAA. It is crucial that we follow the established protocols to ensure the safety and well-being of our student-athletes. Consider the following alarming statistics from TSSAA:
- 100% of documented fatalities among football players due to exertional heat stroke (EHS) occurred during conditioning sessions.
- Over 60% of individuals who suffered from heat stroke were wearing only a T-shirt and shorts.
- 37% of recent EHS-related deaths have been linked to physical exertion as a form of punishment.
Certain situations are considered high-risk for EHS, and we must explore alternatives for all athletes at risk. Traditional sprinting at the end of practice (repeated sprinting with high work-to-rest ratios) is particularly dangerous, as sustained and intense exertion can elevate core body temperature. Linemen, in particular, have a reduced capacity to dissipate heat effectively.
I sincerely appreciate your dedication to the health and safety of our student-athletes. Together, we can create a safer environment for all participants in our programs.

CRITICAL UPDATE: POLICY 6002 REVISIONS & HIGHLIGHTS
Attention Leaders & Principals: Please review the updated Policy 6002 guidelines below regarding General Choice Transfers and Shared Residency requirements.
1. General Choice Transfers Policy Updates
- Rescissions: Rescinding a transfer will occur only at the end of semesters.
- Warning Letter Requirements: Principals must notify parents/guardians in writing regarding any potential revocation of a transfer due to attendance, grades, or behavior issues.
- NEW REVIEW CRITERIA (Page 9, #4): Parents/guardians/custodians may only request a review of a revoked transfer for the following grounds:
- Violation of law, policy, regulation, or guideline.
- Inaccurate information/data (including clerical or system errors).
- Failure by the school/district to follow proper procedure affecting student transfer eligibility.
- Bottom Line: Principals must strictly adhere to the warning letter process to preserve due process and clear documentation.
2. Shared Residency Policy Updates
- NEW ACCEPTABLE DOCUMENTATION (Page 16, B.5): Verification requires three (3) pieces of mail bearing the address where the student will reside during the current school year.
- Now accepted: Current physical, online, or electronic documentation containing the parent/guardian name and address (e.g., bank/credit union statements, cell phone bills, department store or fuel credit card statements, court/IRS/Social Security/medical documents). (Excludes unsolicited "junk mail" or promotional advertisements.)
- Front Office Posting Notice (Page 17): Schools must prominently post notice in the front office directing parents with registration/shared residency questions to contact the Office of Enrollment & Attendance. If the shared residency verification process takes longer than one (1) week, parents may contact the department directly for guidance.

Important Updates:
- The Rollover Summer Maintenance Process for the 2026-2027 school year has been completed. Dashboards will once again refresh and update regularly. Note that data is updated nightly. So, what you see in the dashboards will reflect the previous day. Please consult the Refresh Schedule on the DAIM Support Hub for more information.
- School staff members who previously gained access to Power BI via the MSCS Compass Access App or by reaching out directly to DAIM may potentially no longer have access. Principals and APs can still go in and re-add these people to their school’s access.
- School staff with roles that automatically get access to Power BI who are at new locations this year should see their access automatically updated to the new school, as long as their location has also been updated in APECS and Active Directory.
- Due to the transition from i-Ready Diagnostic to i-Ready Inform, the Student Assessment and RTI2-A dashboards will not track or display Fall 26-27 data. The updated reports will be available for the Winter assessment window. This means that schools will not be able to track completion compliance for i-Ready or RTI Universal Screener/Characteristics of Dyslexia.
Highlighted Reports:
- Use the Prior Promotions Report in the Literacy Commitment dashboard to see promotional status information for current students from the prior year. You can also see students’ tutoring status and if any e-Collect forms are missing. For more on this report, click here.
- Use the Scheduling Reconciliation Report in the RTI2-A Dashboard to identify students required to be enrolled in Tier 2 and Tier 3 intervention courses. You can use this to identify students who had plans from the 2025-26 SY. Plans from 2026-27 will begin updating on Aug. 17. For more information on this report, click here.
New Releases:
- The SEA Dashboard for schools is now linked within the MSCS Compass, under the Extended Learning and Intervention section. With this dashboard, you can see where Specialized Education Assistants are spending their time and schools’ submission status. This dashboard is not maintained by the DAIM team. - All MSCS Compass reports with Student Data Tables now include EdFi IDs. This is in addition to PowerSchool ID (PSIDs) and State Student Number IDs that were already available. For more on how to export data tables from Power BI reports to Excel, click here.
- A new report for tracking Project Graduation enrollments is available in the Student Enrollment dashboard. With this report, you can track course enrollments in Project Graduation by subject area, course name, teacher, and room. Check out the user guide for more information.
Coming Soon:
- Student Attendance is being updated to included updated at-risk levels for Chronic Absenteeism. This will replace the High, Medium, and Low Risk levels currently available. The new levels will include Low Risk (attendance rates of 95.1-100%), At Risk (90.1-95%), Chronic – Recovery Possible (90% or less, but there are enough days in the year left to recover), and Chronic – Recovery Not Possible (90% or less, and there are not enough days in the year left to recover). This will be available in the Student Attendance dashboard, Student Snapshot, and School Snapshot.The District 360 dashboard will be updated at a later date. - The Student Discipline dashboard is being updated to include data in the Student Intervention Platform (SIP). This will include the creation of a new Student Intervention Report within the Discipline dashboard, as well as updates to the Discipline Overview, Progressive Discipline Support, District Quick Report, Raw Data, and Student Report pages. The Progressive Discipline Support Report will now include Plan and Occurrence information. In addition, updated Progressive Discipline data will be available in the Student Snapshot and School Snapshot dashboards. The District 360 dashboard will be updated at a later date. Please encourage your Professional School Counselors (PSCs), Graduation Coaches, and any staff responsible for enrolling students in Grade Repair, Credit Recovery, Credit Accrual, or Homebound instruction to attend.

Again this year, the Student Experience team has partnered with the I Am a Voter Collaborative on Voter Education, Registration, Mobilization & Reform to bring opportunities for voter engagement to our students this year. We will be hosting voter registration drives for our students at each high school.
We are excited to invite you identify the voter registration contact for your school and to select the best date(s) for a Voter Registration Drive at your school (September 15-October 5). This opportunity is being offered for any student who is 17 years old and older.

Student Congress provides a forum where students have a voice in changing culture and climate within the district. Students are afforded a wealth of opportunities to practice leadership and engage in social action skills that serve as a catalyst for change. Students also develop an emerging awareness and understanding of community issues, problems, and resources.
Memphis Shelby County Schools Department of Student Experience is asking each high school to select two (2) students, 9th-12th grade, and each middle school to select two (2) 8th grade students to serve as Student Congress representatives for the 2026-27 academic year. Please include those students who served last year, if they are still enrolled at your site.
Per the District's Policy #6061, the Student Congress is a mechanism for increasing youth voice in Memphis-Shelby County Schools. The primary function is to provide a platform for students to refine and build upon their leadership skills, create passionate global leaders, and empower students to create positive change in their environments.

Memphis-Shelby County Schools is excited to launch The Alumni Network, a districtwide initiative designed to reconnect graduates from all 36 active high schools representing the legacies of Memphis City Schools, Shelby County Schools, and Memphis-Shelby County Schools. Guided by the theme “3 Eras, 1 Mission: Come Back. Build Forward.”, the Alumni Network will create a culture of lifelong engagement and encourage graduates to reinvest in the schools and students following in their footsteps.
The initial charge of the Alumni Network will focus on volunteerism, school beautification, and funding a scholarship for a graduating senior. Alumni Champions will help connect graduates to meaningful opportunities to contribute their time, talents, and resources to their school communities. Through this network, MSCS aims to transform school pride into collective action that directly supports student success. Each principal is asked to identify 1-2 alumni contacts from their school to serve as Alumni Champions and help mobilize fellow graduates. These champions should be engaged, dependable, well-connected, and passionate about supporting their alma mater.
Together, we will reconnect generations of alumni around 3 Eras, 1 Mission: Come Back. Build Forward.
