ESL Compliance Requirements

Current ESL Rule

• TN State Board of Education Rule Chapter 0520-01-19 establishes minimum required compliance requirements for LEAs serving students who are identified as English Learners (EL). Approved service delivery models for ESL classes include the ESL pull-out model, co-teaching model, a sheltered content class, and a scheduled ESL class period for all ELs, grades K-12.
   
• Each year, the district is required to document direct ESL class time with ELs at beginning English and intermediate proficiency levels, (3 or below in at least one domain on ELPA21), submitting this report to the TN State Department of Education. For this reason, EL students must be scheduled within ESL courses, with identified ESL teachers listed as course instructor.
