The CityHealth medal rating system evaluates Pre-K programs in major cities across the country based on access, local funding, equity, and the number of quality benchmarks met. To earn a Gold Medal designation, programs must meet at least nine of 10 research-based standards established by NIEER.

According to the report, MSCS Pre-K meets nine of these 10 benchmarks, placing the district among the highest-performing urban pre-K programs nationwide. The only area where MSCS did not meet the benchmark was Assistant Teacher Education, which requires all assistant teachers to hold a Child Development Associate (CDA) credential or equivalent. While not all MSCS assistant teachers currently meet this specific national criteria, they do meet Tennessee’s state requirements for the role.
Across the nine benchmarks it did meet, MSCS Pre-K demonstrates strong alignment to high-quality standards through research-based curriculum, well-prepared and licensed teachers, small class sizes, and low student-to-teacher ratios that support individualized learning. The program also emphasizes ongoing professional development, comprehensive student supports, and continuous improvement practices that help ensure positive outcomes for young learners.
MSCS also provides opportunities for assistant teachers to continue their professional growth, including district-supported pathways to earn a CDA or pursue additional early childhood credentials. This reflects MSCS’ commitment to providing further education for all teaching staff.
