As Memphis-Shelby County Schools (MSCS) moves forward with its new regional leadership model, we’re proud to introduce the leaders guiding this important work across our communities. Each regional superintendent brings a strong track record in education, a deep understanding of the students and families they serve, and a shared commitment to academic excellence and equity.

Dr. Michael Lowe will serve as the Regional Superintendent for the Southeast Region, where he will lead efforts to strengthen school support, foster community partnerships, and ensure that every student has access to a high-quality education close to home.
Dr. Lowe is an accomplished educator and dedicated administrator within the Memphis-Shelby County Schools system. With over 28 years of experience in education, Dr. Lowe has been instrumental in driving academic excellence and fostering a positive learning environment for students. He began his career as a teacher and coach at Germantown and Houston Middle School and also served as the principal of Millington Middle School for over seven years. He has shepherded the work in academics as the Director of Middle Schools and Executive Director of Curriculum and Instruction for legacy Shelby County Schools. Dr. Lowe was selected nationally in the Broad School of Management inaugural cohort. He holds a master's degree in public education management from Yale University.
As a passionate advocate for access and opportunity in education, Dr. Lowe has implemented numerous programs aimed at enhancing student engagement, promoting access, and supporting teachers.
Dr. Lowe is dedicated to ensuring that all students in Memphis-Shelby County Schools have access to a high-quality education that empowers them to succeed in creating better spaces to teach and learn in.
As part of the east region, Dr. Lowe and his team will be available to provide support at the East Regional Offices located at Ridgeway High School’s annex (2009 Ridgeway Rd., Memphis, TN 38119). Through a regional structure, MSCS hopes to create a sense of belonging where each person feels understood. Additionally, a regional model will help streamline operations more effectively and enhance overall efficiency.
