Career and technical education shall be an integral part of the comprehensive high school concept and of the general education program in force for this system. The career and technical education program shall take into account technological and economic conditions that are reflective of today's society. As a core component of comprehensive education, career and technical education shall share in the overall aspects of the general education curriculum, the development of character, attitudes and skills.
In addition to the implementation of theoretical concepts, actual "hands-on" work experiences shall be incorporated into all career and technical education programs. The actual work experience will manifest itself in two forms: the first shall be "in school/in class" performed by the student through various instructional/laboratory settings under the instructor's supervision; the second shall be experiences of a cooperative nature, which require "out-of-school on-the-job training" in situations that are appropriate to the specific instructional program goal. In each of these instances, practical work experience shall be organized and conducted solely for the purpose of providing students with training experiences that are beneficial and related to their chosen pathway.
