Tests shall be administered to provide information on: (1) student educational needs, and (2) student educational achievement, and 3) to comply with requirements mandated by the Tennessee Department of Education and the Tennessee General Assembly. There shall be broad-based involvement in the development of testing programs. Every effort shall be made to see that testing contributes to the learning process.
