TEST SECURITY



  1. The administration of all state mandated tests will be conducted under the direction of a System Testing Coordinator.

  2. Each school shall have at least one Building Testing Coordinator designated by the principal.

  3. The System Testing Coordinator will receive all materials from State Testing and will arrange for delivery to the schools and return to State Testing.

  4. The Building Testing Coordinator will receive the materials from the System Testing Coordinator and will be responsible for security until the materials are returned to the System Testing Coordinator. The Building Testing Coordinator will:
    1. Verify that the quantities of testing materials agree with the packing slip;
    2. Secure the materials in a place to which only they and their principals have access;
    3. Assign Test Administrators to administer the test;
    4. Provide a test schedule and ensure that it is followed precisely at all testing sites;
    5. Collect, count, and secure materials immediately after each day's testing;
    6. Utilize one of the following methods to ensure least bias potential in test administration:
      1. Assign Test Administrators to classes to which they provide less than 50% of the instruction in the content areas being tested;
      2. Assign proctors to each testing area on a least bias potential basis (never in a class which includes a family member); or
      3. Use a combination of the first two methods or other methods approved by the System Testing Coordinator, and

    7. Package and retain materials in a secure location for the scheduled return to the System Testing Coordinator.

  5. The Test Administrator shall:
    1. Adhere precisely to the time schedule for each subtest;
    2. Not review student responses during testing;
    3. Not copy, nor allow to be copied, any portion of the test material, except the testing schedule in the Examiner's Manual;
    4. Report any suspected irregularities to the Building Testing Coordinator.

  6. All reported irregularities will be investigated by the Building Testing Coordinator, who will forward the report and findings to the System Testing Coordinator. The System Testing Coordinator will investigate further, if warranted, and will report all verified or suspected breaches of security to the superintendent.

  7. All suspected or verified breaches of security will be reported to the State Department of Education's Office of School Accountability. Anyone determined to have breached the security of the testing process shall be placed on immediate suspension and will be subject to dismissal and revocation of state license.1
